The Portal Scroll "help" doesn't go away after the user has turned off tutorial messages

Two things for this post:

1) After turning off tutorial messages, this tutorial still comes on.

2) Even if this user wants tutorial messages on, this specific message stays on FOREVER, until the user actually uses a Portal Scroll. This is a bad design because:
2a) The user knows what a Portal Scroll does as the item itself says the exact same thing that the tutorial message does (therefore the tutorial message is redundant and pointless).
2b) Considering Portal Scrolls are a rare commodity at the beginning of the game, forcing a user to use the Portal Scroll to get rid of the message is kind of silly. They are saving the Portal Scroll for a huge dead end. If the game gave the user a full stack of Scroll at the beginning of the game, then maybe force the user to use a scroll, but when they are hard to come by? Silly.

I don't see this on PC with mouse and keyboard so yes, it may well just be a controller issue.
