Skill bar changes from one computer affects other computer (mouse+kb vs gamepad)

I have a Desktop PC and a ROG Ally. I play POE on mouse+keyboard on the PC, and gamepad on the Ally. Currently assigning the skill bar on one machine affects the skill bar of the other which makes it impossible to assign different buttons on one (kb/mouse) and the other (gamepad).

This requires me to reassign my skills every single time I switch between the two. I can't tell if it's a bug or intended but it is quite unwanted. Any plans to make skill bar assignment a config that is local to the machine? or at least allow different assignments between keyboard and controllers?
