tempest shield block build?

I used to play a lot in Beta up through when endgame content was Atziri. The game went from my facebreaker build doing 100k dps being godly to I've heard billions of damage now? So it's been a while and the game is infinitely more complex now, so I'm looking for some help.

This started as an old familiar fun build, Lightning ball coupled with a Three dragons mask to make it freeze. But buying up random gear for 2 and 3 chaos has left me with something I'm not sure what to do with.
I have 72% block and 75% spell block. Get consecrated ground on block. I can just walk up to any mob and stand still, it dies. The ball lightning is still faster to actually clear with of course. I'm a little over leveled for the areas I'm in but I one shot most blue mobs still.

definitely at that point now where I could use help figuring out how to best min/max things. I might be able to get a video up but i'm 100%ing my CPU and GPU playing on min settings with nothing else open so it wouldn't be fun trying
