Is throwing a mine considered "casting"?

Hello exiles and ggg! I am here because I cannot find anywhere a definitive answer to this question. Is throwing a mine considered "casting"? I am planning a build for next League as hexblaat miner, sandstorm visage and bloodnotch (if not nerfed). However, sandstorm has "ignore stuns while casting". I was wondering how this tag, throwing mines and bloodnotch interact.

You need "mine throwing speed" to throw mines faster. Cast speed only effects the detonation speed once it's triggered. So the throwing part is not casting.

if you used the helm that gives "cannot be stunned while casting", would you not be stunned while your mines go off?

You must be casting to meet the condition. Not your mines, totems, etc.
