Response from the Japan server is too slow

I am supposed to be connecting to a PoE Japan server, but the latency is too slow for me.

In fact, I have selected the Japan server on the PoE login screen.
However, it takes about 70-80ms for the server to respond.(it's too slow)
(other Japanese players seem to take around 10ms)
(I live in Tokyo and have a 1Gbps fiber optic broadband connection. and of course using wired LAN!)

Checking the PoE log file (Client.txt), I found that I am connected to 165.192.83.124.
(The log, which is written immediately after you log in and select a character, contains the following text:
"Connecting to instance server at 165.192.83.124:6112")

As you can see from the results, I am able to connect to a nearby server in less than 5ms.
(Therefore, I don't think there is any problem with my internet connection. I am, of course, using a wired LAN.)
However, from ae-0.softlayer.tokyjp09.jp.bb.gin.ntt.net, the ping response suddenly slows down.
Why is this?
To begin with, is 165.192.83.124 really a server located in Japan?
(A search on https://iplocation.com/ results in 165.192.83.124 being a location that exists in the US.
I must have been connecting to the Japan server...)
(And, for reference, running "ping google.com" returns a response in about 5 ms.)

This problem was not resolved by reinstalling PoE or restarting my PC.

How can I get a faster response?
Latency-70ms is unusually slow for someone living in Tokyo.
