Same problem. I've got the entire patch installed but this file is not coming through.
 I've run the packcheck.exe twice and I'm now completely out of ideas. It happened on a clean install too so I'm really stumped. |

Ok I ended up just installing through steam, worked like a charm. Outstanding stuff.
