Windowed fullscreen mode and lags on the second monitor.

Today it was found that when playing in Windowed fullscreen mode, if you turn on the TV series / YouTube on the second monitor, the videos begin to lag and freeze. Windowed mode and full screen mode do not show this effect and the same "series in the background" on the second monitor works fine. The performance of the game does not change in any way and shows a stable frametai in all modes, both with Vulkan and with DX11 and 12. Just yesterday everything worked fine, I didn’t install any programs and didn’t make any settings in Windows ... Checked in other games. Everything works well. I messed around with this because it was bugging me so so much, as I have a pretty high end PC, and I found a fix that helped me while using a second monitor. Go into your settings, scroll down to advanced settings under graphics, turn on the background FPS cap (mines set to 30 FPS). This immediately fixed any issues with lag I had on a second monitor, without changing any other settings, and allowed me to watch videos, keep a build open, play music, etc with no excessive lag.
