Massive lagging problems since yesterday(solved)

Hello i since yesterday experience awful lags ingame played the entire league without any problem at all tryed to lower res put everything on low etc etc but i dont think its my pc does anybody know a solution ?

the footage in the video is with all low settings and ingame res set to 1300xsomething i capped my fps to 60 but it doesnt help me whatsoever


my processor is

Intel(R) Core(TM) i7-8700 CPU @ 3.20GHz, 3192 MHz, 6 Kern(e), 12 logische(r) Prozessor(en)

and my graphics card is an 2080 OC
