are you usign DX11, Vulcan or DX12 ?

Try running packcheck.exe as "an administrator" and the start the game again as "an administrator".

If this doesn't help, then it's possible that you have a corrupted PoE cache file, so delete the PoE client temp cache files here -->
C:\Users\"your windows account name"\AppData\Roaming\Path of Exile\

Also this is most likely a TECH issue and not a bug....
