getting the "create buffer parameter" error

This has been brought up before, so you should be familiar with this error. I am running Win10 with DX12. I opened my config ini file from the documents folder and it's blank. Ran the pack to look for errors and there were none. Tried the repair function from the Win Program List in the control panel, didn't fix it. I DLed legacy DX11 pack from Microsoft, but that hasn't helped.
Any thoughts or suggestions?
