Challenge does not complete - Block Chance Reduction Support

The only way currently in game to get Block Chance Reduction Support is via a vendor recipe, pretty simple one at that. However it doesn't register for the challenge "Complete Vendor Recipes - Skill Gem".

Note: It was also not purchased from the trade site or given to me, this was the result of a vendor recipe.
