Ritual still appearing even though blocked

As title. I don't think the Atlas passive is working, this has only happened once. Map at the time was City Square (normal Yellow version)

Can confirm this has happened to me as well. My map was also City Square. It was not a Kirac mission (where they can still naturally spawn) but one of my own maps. Double checked that the Atlas passive was active.

I thought I had this problem, but my map was bought from Kirac and had the implicit on it.
