Cannot use scouting reports

I have ran numerous kirac missions this session, I have multiple kirac missions available on my map device, I have ran kirac missions from my map device, yet the game still throws the message that I need to run kirac missions from a map device. What do I do?

Was looking through bug reports found this, if you are still not sure how this works you need to check Kirac’s missions but do not open a map then use scouting reports which will reroll the list like a Kirac Chaos orb.
