Can use flask charges without lose health on Controller

So I was testing the new feature, controller support, but in the middle of a map I realized that on the keyboard I can't use life flasks in full life, I need to lose life to use them, or be under some effect that the flask cuts, such as bleeding or corrupted blood. But in control I can use the vials without being under the influence of anything and with maximum health.

I don't know if it's a controller bug or a keyboard error, but given how long this function has been in the game I think it's something with the controller. Nothing "Experience Breaking" here, but is a thing to look out
