Updating configuration into no active screen

Ive been trying to get into the game to play the new league but both the steam and stand alone client boot up then do nothing with a background process only being active about 40% of the time. Ive tried updating my graphic card, restarting my pc, clearing the client cashe, and anything else that the support page recommends.
