Help with it

I was trying to make some storm burst build (my frist one), but idk how to scale dmg with it. I didnt pick any OP item, just focus on the tree, because the intention would be to use as a league starter. Idk, can anyone help? Is there a build, or is it a waste of time?

After looking at your PoB I would suggest following someone else's build guide opposed to creating your own. You clearly lack a lot of knowledge in even the basics of the game. There is too much wrong here to steer you in the right direction as it would required explanation of even fundamental/core mechanics.
