Resistence not adding up?

I have a level 81 Witch Elementalist build. When I add up all the resistances I get:

F C L Chaos
total 176 119 195 83
But when I look at my character screen I see this:
max allowed 75 75 75
total 97 76 137 35
The two totals don't add up? I know there is a deficit with Chaos resistance of -35 but does this change as build increase?
