New Meiven watchstones prevent spawning Conqueror

I socketed in Lex Proxima 4 Meiven watchstones and now I want to spawn Conq but after 10 maps, 4 of them t16 I didn't spawn it, then I change watchstones on standart version that drop Conq and spawn it on the first map. Is it bug?

Maybe just bad RNG. Sometimes it may take 20 maps to spawn a conqueror influence
