Ps4 - Grove entrance not appearing

So I had been running instances to level my character and my grove up. Recently I am not getting an new grove entrances to appear. I have used Triangle to create a new instance but still do not get a grove entrance. I get one the first time I go into a zone but I do not get one after that. I have waited out the timer and I have used triangle for new instance. Anyone have any suggestions? Also I am on Act 1 of part 2.

If you're eleven levels higher than the zone, the league mechanic won't spawn anymore. For the purpose of this limit, you're never counted as being higher than level 68, so no matter how far you get in the endgame, you can get the league mechanic in up to level 57 zones.
