Settings not saving [Solved]

My settings are not saving since 3.11 (harvest start). I've been fed up with it now after almost a month waiting for a patch for it to get a fix.

Tried:
- steam: check integrity of game files
- run poe 64 exe and regular poe exe from steam folder as administrator
- documents/my games: not read-only for all folders and files
- documents/my games/path of exile -> give access to all users

Only solution:
- manually edit config file

However, since my config was last edited a few months ago, I don't even know what kind of properties to edit and write now to get Vulkan, loot filter, etc.

Help i'm searching for:
- how to solve the not saving problem
OR
- what do i write into the config file to get these settings into the config file:
(for exmaple: fullscreen=false)

Got a solution on one of the discord servers:

Allow a blocked app in Windows Security
Applies to: Windows 10
Use controlled folder access

1. Select Start > Settings > Update & Security > Windows Security > Virus & threat protection.
2. Under Virus & threat protection settings, select Manage settings.
3. Under Controlled folder access, select Manage Controlled folder access.
4. Switch the Controlled folder access setting to On or Off.
