question about 'Inspired Learning' Jewel

I am a little confused about how this jewel operates. I am pretty sure the requirement is met (4 Notables in radius) however after I kill a magic monster there is no indication of gaining a modifier. I would assume a 20 second buff icon would appear, however i dont seem to see one. I have noticed it seems like I get a speed increase sometimes after killing a magic mob but i am not certain of it is attributed.

Tld;r - is the jewel set right to reach requirements and is there any indication of the gained modifier using this jewel?

hi, i believe you are confusing the rare, and magic packs the blue wont give you any buffs from my understanding but the gold ones do sometimes its obvious but sometimes its a stat boost , hope that helps a little

it would be way better than a headhunter if it worked on magic monsters..
