First character - Clarification on spectre build needed

I'm currently following this guide https://www.poe-vault.com/guides/ultimate-raise-spectre-necromancer-build-guide
I don't really understand some of the more technical details but I think it's normal, I need time and experience.

What bugs me right now is that the base variant uses necromantic aegis together with Victario's charity, in the "best" variant (Devouring diadem) necromantic aegis is no more a selected skill in the tree BUT Victario's charity is still there.

Given the fact that most other suggested items are rares (and with great detail) is the shield still the best choice if necromantic aegis is not used?

Should I ditch it and use a better one? Or maybe there's a couple of other passives that I should rather remove and go for aegis?

I have the feeling that the guide was writtin in a hurry, and never properly revised, I'm happy with the results so far but I want to make things right as much as I can.

Your insight is much appreciated.

Hello! Necromantic Aegis depends on your hit frequency, if you hit like everytime, you will have no problem with frenzy generation, if you don't, maybe you need to put Necromantic Aegis. Sorry my poor english.
