conquerors spawning endgame ?

Is anyone else having trouble just getting them to spawn? , wanting to get my atlas to awakened 8 , ive got 4 watchstones in each of the areas iam missing watchstones , ive ran red tier maps in all areas along with yellow and white...what am i doing wrong? ive read there is rng based that they spawn at all?? i mean maybe im just super unlucky...idk if it is rng based , seems rather stupid to have game completion locked behind the roll of a dice...any help or pointers would be great cheers , terrible mechanics and way to grindy..if this is the way forward.

I guess thats why ppl buy low tier maps and speedfarm without killing boss

Quick update if your impatient like me and simply want to awaken atlas to complete challenges , i have found simply buying the remaining watchstones you need from trade and socketing them will awaken the atlas and make defeating awakened boss challenges achievable without earning conquerors watchstones.
