Belts with %attributes and %life - Elder or Hunter

I want to craft a belt with %attributes and %life. I believe both Elder and Hunter belts can get these mods. I'm not sure which to choose. I'm not sure if it even make a difference. Is it easier to get these mods on one or the other? Any insight would be greatly appreciated.

Personally just find the base you want, iLvl 75+, and whichever is cheaper. Leather will probably be higher cost.
