Sirus spawn mechanics

I'm stuck in a bad situation,probably cause I'm a noob of this game,so I'm here to looking for some advises.
I spawn sirus the first time,obviously I've loose all my portals in the third phase of the fight. So I decided to spawn him again and I started to run maps in the same area to get the influence of the conquerors.
Unfortunately now I have 2 areas with 2 conquerors influence (veritania and drox) but both of them don't spam in their relative influenced area. Why?
I can't run 3 maps to get the access to the citadel.
Am I doing something wrong?
How can you fight sirus multiple times?

After your first encounter with Sirus, Conqueror influence appears in a much more random fashion than previously.

It will take many more maps being run in a zone to pop influence, and it also takes longer to pursue them three times within any given zone.

After you are told in any zone to speak to Kirac, make sure you do before you run any other maps, or your Conqueror can cancel the deal, and you'll have to track them down again.

You can also pop this influence by running yellow and white maps in a zone. They don't have to be red to spawn the conquerors again.

After 2/3 maps without to see the conqueror I used to change area.
