Help me with my build ( Inquisitor spark 3.9)

I play this build from the start of the league, and dissapointed in it.Im always 0hp or taking damage and this idiotical sound haunting me. Look at my gear and passive tree , maybe you can give me some advice. I have no a lot of time to start new character. Thank you.
