Build recommendation needed

Right now, I am a level 73 split arrow ranger, and I like the bow/ranged gameplay, but this is my first time playing and I am dying a lot in Act 10. I don't have enough life and don't really have a good strategy for bosses.

Anyway, for the new league, 3.9, I will be starting over and want a nice build guide to follow. Something that is:

1) New league 3.9 viable (I don't know how the new changes affect the builds)
2) Doesn't depend on any really expensive equipment (let's say that I should be able to finance the build while I play)
3) Simple gameplay, preferably with a bow. Not a fan of summoners.

I basically just want to be able to play and progress without too much trouble.

Any particular build guide you would recommend?

Cheap, simple, SSF viable, doesn't require crazy gear, can clear vast majority of content assuming you don't expect to 1-shot bosses and faceroll everything. Probably won't get nerfed in the future because it's not some 50 milion damage build.
