Price check amulet and quick question

what is fair price on this item? I found some but 1ex+. Is spell damage and penetrating worth thata much?




Is it worth to craft multiple mods on this to have two new suffixes?

Can i set prexies cannot be changed and delete suffix with orb of annulment?

Pen is only t2. Spell damage could be nice, but only with other good stuff as a bonus. Not worth doing anything with it. To delete suffixes with prefixes cannot be changed you use scour after you craft it, not annul.
