Where is the permanent Hardcore league?

Ever since the game launched permanent hardcore has not been available even though you have the option to turn it on. When you press L1 (to switch to hardcore) in the league selection screen while hovering on Standard nothing happens. The weirdest thing is that after Flashback my character migrated to Hardcore League yet there's no way of creating a new character in that league.

GGG plz fix or at least give a response as to why it's like this.
