Permanent phasing, LL, CI Raider, can this be viable?

I want to make a build based on Quartz infusion - phasing during onslaught

1 - Get Onslaught from Dreadbeak (needs low life)

2 - Get Low Life from Coward's legacy

3 - Also do chaos innoculation just for fun (since life is already low).

Would it be doable? What would be a good skill set up for the 40% Elemental dmg bonus from Avatar of the Veil?

would appreciate help troubleshooting.

Onslaught from boots implicit seems to be a thing now :P
