3.2 frostbolt inquisitor build

Greatings to everyone, i have been star playing since 5 days at POE, i found it nice, was following a video i fiund on you tube as guide, i'm a lv 46 acqualy and i like the playstile, but i have seen that the build i'm doing it's classified as "outdated", it means is it no more good?

And as second question, i have seen that the minimum dexterity requisits to use the green skylls can't fulfilled.
