I've been searching for hours and cannot find any true information on this. If I'm say using Orb of Storms, and I have +1 cold dmg to spells and 100% chance to crit with hypothermia attached to it, does that give .3 sec chill because it attempts to freeze the target? And if so, does that also apply to shaper just initiating the chill? Please I'm desperate for some answers.

Does the debuff (the one that reduces life regen) from frost bomb count as a chill for when an enemy is hit by any skill supported by hypothermia?
