Skill Tree Advice - Ice Guard Scion

Looking to do a build w/ Glacial Hammer as my main skill and have my build be 100% focused on doing as much frost damage as possible. This is my first build so I was messing with the Passive tree and looking for some advice. I want to use a one handed mace with a shield and be tanky while having as much frost damage and CC as possible going out. This is the tree I made, be gentle. Like I said this is my first character and I am not looking to be OP just don't want to miss anything too obvious. I am unsure how many tanky nodes I need to grab in order to actually be tanky while not doing miserable damage.
