Illuminated Devotion Question

I had 52% extra AOE area effect, from passives, on blight (which showed up properly on the tooltip) before I took Illuminated devotion. After taking it, the tooltip now says I only have 40% increased AOE.

Does the extra glove AOE effect of Illuminated Devotion overwrite the extra gained from passives? I threw on an AOE skill gem and the tooltip said 84% extra AOE, but my passive AOE bonus seems to be ignored.
