Is Scion the best class for any build?

With 3.0 not too far away, I have started doing some build planning. I have ideas for builds for all of the classes except the Scion.

Is the Scion the best class for any build?

Most likely not due to the lack of a real ascendancy. Ascendant, while not as bad as Reddit would have you believe, is too bland with no real uniqueness. In my opinion she's really good for very cheap league starter builds because of her Passive starting location enabling ease of access to basically everything useful, she also tends to be good for builds focusing on a gimmick/gear piece (Such as the Ngamahu Meatball Cyclone gimmick) and life based/life regen based builds (And Hybrid Life/ES for that matter).

Edit: Also, Spark + Voltaxic Rift Scion is still good.

Also for builds that benefit from using certain jewels scion is still pretty good.

Pillar of the caged god Critical warchief totem with bringer of rain (hierophant/assassin), is pretty good and will get buffed in 3.0
