Temporal Chains in PvP Question

Hey guys I have a question I can't find an answer to with my Google Fu. My question is:

In PvP Temporal Chains is affected by a modifier that says "40% reduced Effect of Curse against Players".

Does this affect it's "Other effects on Cursed enemies expire 40% slower" component or just the "Cursed enemies are x% slower" part?
