HLD ladder match can be on normal cruel or merc

I entered the PvP ladder from my hideout and my opponent did the same. When we got into the game I noticed I was sitting at about 75(260) fire res. Turns out our HLD match was in normal difficulty which is where your hide out is set. It looks like whatever difficulty you que from sets the resistance penalty for the match.

I'm not sure if it's a bug or intended or if it mattered that they were EU server and I'm US but I figured I'd let everyone know as it has a pretty big impact on ladder matches.
