PvP Only HC Characters

I'm really getting into the whole PvP scene, but I hate playing HC. Why can I create a softcore PvP only character, but not a HC one? I'm missing out on half of the races because I don't play HC, where a HC player can just create a SC character for PvP in a matter of seconds.

You just need to talk to leo in act 3 town in HC.
