Why does Tujen...

... is talking about finall effect of ship sails before that voyage finished?

When ships are on the sea and you walk to Tujen he says "Not good this time..." or "Taht paperwork". And after ships arrival turns out he was right. Right after we sent ships onto sea.

Was it intended this way?
