Problems organising Remove-only stash tabs (PS5)

I'm trying to do some end-league clean-up of my stash in Standard before things merge.
I cannot use R3 on any Remove-only, non-premium tabs in order to sort them into folders. I have a couple dozen tabs that need to go into folders eg the Heist and expedition dumps, but R3 does not bring up the interface for folders.
This has worked previously as I have a folder with ~50 heist tabs in it.

I can R3 correctly on Remove-only premium tabs from old leagues, and all the active non-premium tabs.
