Citadels unable to spawn in certain atlas zones

Hello, I've just started playing the league a bit late and it seems there's an issue with my atlas, the citadel for Tirn's end, Lex proxima and Valdo's rest will not spawn at all.

Whenever I try putting in a map from that region it just says "Warning: This Watchstone Level of this Atlas Region is too low for any conqueror to occupy the region." but I can't even socket watchstones because I never unlocked the citadel, no matter how many maps I played in that region of any tier.

Play any Tier 3 Map in those regions, kill the Boss and wait a second for Zana to appear and place a portal to the citadel.
